There's no option for neither, unfortunately. At least I haven't found them. I tried setting the fps limit via AMD's control panel and it doesn't work for some reason (tried Slime Rancher's profile and via Global settings).
I know I can always enable Vsync and get my fps to somewhat reasonable level this way, but the input lag gets horrendous, especially with forced mouse smoothing which can't be disabled as well.
Proper fullscreen support would help with performance in some cases.

The "normal" fullscreen mode, not windowed. You know, when the cursor is tied to the game and you have to alt-tab even in cursor enabled menus.
