That's not how version numbers work.
3.0 could be the next release after 2.4.
Or it could be the release after 2.31.

They aren't there, but they are very close. They can make an appearance on the menu and their plorts have a value on the market. So they are very close to release. I would guess next update they will be out unless it's more bug fixes.

Rads exist in game files. Rads could be near finished with programming. Rads have a model. Rads have been discussed on the blog. However, they are not finished.

So they have models and all that.
