Leader/President of the Animated World

So who here thinks which animated character should be the leader of the animated world (video games, cartoon shows, animations, etc.)? Here's a few rules before you answer:

1: The character in question must have been an animated character (2D/3D are both allowed) BEFORE becoming a live action character if applicable (a perfect example of a character who was a live action sketch comedy character before he was an animated character is Mr. Bean, and therefore does not count).

2:Fan-made characters are not allowed (exceptions to this rule are those who've become part of the original cannon of the story they're a part of).

3: The character must not have been in the top position of power already at any point in time (president, king, emperor, etc. Leaders and 2nd-in-command of teams/rebellions/armies are also not allowed).

4: The character may only lead/rule in other animated worlds whose stories/shenanigans follow a similar genre (exp; Spongebob cannot rule over Naruto's world).

5: Characters from video games are allowed if all above rules apply.

6 (optional): Give a reason why your character can be leader of worlds other than their own (aka: if specifying two worlds, how/why are they connected? How/why did your character come into power there?).

7 (optional): Who is their new nemesis and give them a reason to be fighting (rules 1 & 2 apply).

8 (optional): Characters who are considered dead in the original cannon of their story are allowed if given a reason how they were brought back.

I'm curious to see what you all have in mind on this subject! I might also contribute later on if enough intrigue follows this topic. =)
