I use Gimp, its great and easy to use in my op, it's at least how i do all my art ^.^

I've heard very good things about fire alpaca http://firealpaca.com/en it's apparently very similar to Sai, but free!

I can recommend Krita!

The developers are constantly taking feedback and the program itself is really good. I of course am not a professional, so I'm not able to fully analyze it.

I use Paint.Net. I recommend using the older 4.9 release and installing plugins like anti aliasing and feather. I also use the random shapes plugin to do my backgrounds.

If you have an iPad or some sort of tablet like that I recommend adobe illustrator draw, it's one of the only ones I use and when crashes, which isn't often, none of your work is lost
